I think there are all kinds. I appreciate what you're trying to do here (get me on "what they deserve" tip) but its a misguided waste of time. If you sign a doc stating you will use services & do not, you should be somewhere not subject to that doc, esp. Tbf if others need/want those resources. ✌️

No, I want to utilize resources efficiently. Ppl that fit/want the low barrier model should go there, ppl that want transitional model should go there. Makes no sense to send a counselor to a group every day if the group doesn't show up

Resources exist but not necessarily as easily accessible. Also this particular shelter requires utilization of resources. You literally sign a document saying you will use them as part of your transition plan when you move in

I believe a shelter that comes with a preexisting agreement to use resources is not a good fit for someone that has no interest in using resources, and would be better paired with someone that needs those resources

In the context of this conversation, no. Bc article in question details that residents not using resources (services) they agreed to use will be evicted to make space for others to use resources (services). Those using shelter and using resources (services) they agreed to use will not be evicted.

Shelter is shelter. The resources not being utilized by residents in question are wraparound services, and are specified in the agreement signed by residents PRIOR TO MOVE IN. Now they have a time limit on that particular shelter if they dont use those resources.

To some extent numbers do come into play and Portlanders have to be pragmatic about that. Finite number of dollars, finite number of shelters, finite number of spots. Because of the finite nature of the whole deal, we have to use resources efficiently, e.g. pair them with ppl that use them

I believe that this type of shelter is in short supply, so it makes more sense to fill these spots with folks that will use the program the shelter is designed and intended to provide. No shelter spots are eliminated, and the spots are filled with other homeless so 0 net gain in total street living

It's not clear to me what you're trying to say, no. I think you're suggesting that these individuals should use the transitional housing as permanent housing? Or have no expectations placed on them to transition out of transitional housing?
