A drama on trans people going through their loss of basic human rights is a disgusting idea, and is a sign of how much the Overton window has moved toward radical / unthinkable.

I think it just needs to be approved by the minister and then it can be published by either EHRC and or government

Laying the guidance literally just means putting it in the House of Commons library it doesn’t mean it’s published or anything.

There is a difference between releasing the guidance and laying it before parliament. It could to my understanding be released anytime by EHRC or by minister once approved, but it can first be laid and start the timer from 13th October.
