To me, it is a glaring issue when the War Within (which is heavily stated to be an underground expansion, naturally) is including all these subterranean races from far and wide, yet they exclude the Sethrak.

No trader NPCs, no side-quests, only ONE in a delve and that is it

Unfortunately, I just do not think they have the time anymore to add them in. They could surprise us with a cameo appearance, maybe set them up to help in Midnight? Who knows.

Blizzard always talks about asking 'Ok, what kind of characters/races would show up for this'

The Sethrak make good candidates to appear in this type of story. Grudge against the Void. Underground homes. Potential to explore their culture that we have not seen much of.

Do you truly think the Sethrak would just sit out the fight against Xal'atath and the threat of the Void? No, I think not.

Mythrax may be gone, but his masters that spawned him still persist, especially through Xal'atath, the Harbinger of the Void. They would not let Sethraliss fall a second time.

Not to mention how Vorrik states (though you can either take this as exaggeration or literal) that if Sethraliss did not stop Mythrax, Azeroth would've been screwed.

And given how long Sethrak can live for, they must have quite the knowledge baggage / and spite towards the Void. A score to settle.

They have been written as participants during the Troll and Aqir war, when Mythrax decided to steamroll his way over to Vol'dun and got his tentacles kicked in by Sethraliss. So, where are they when the threat of the Void is one again trying to sow chaos?

Especially when the premise of an expansion has us delving into the underground of Azeroth. Undermine. Nerubians, etc, but strangely the Sethrak are completely absent when we have all this (yes its a skybox), but it does show that their society is much larger than the tiny fragment we saw in ToS!
