Not sure what city you are referring to, but in Manhattan and Brooklyn, there are plenty of stories of the city having no current effective mechanism to enforce a landlord‘s responsibility to deal with rats in the building. Fixing that issue has to be part of the solution, along with sanitation.

But muh freedom to pollute and kill and honk and sit for fewer dollars tho… also need to hate anything blue places and guvmits are doing…
