Yes, policy is increasing in quality and quantity. But we are still far off. The plot below show the change in ambition, stringency, implementation, and comprehensiveness since 2020. The further out, the better. We are inching up, but need to speed up.

New rules continue to be added at a fast pace. More importantly, our detailed assessment allows us to measure their quality. Ambition has risen significantly since 2020, and a bit less (but still some) since 2024.

Striking that #COP30 President's vision for Belem includes a major role for non-state actors, including for "'high leverage points' where small changes can result in large impacts on complex systems." They will appoint special envoys to mobilize various sectors, building a "movement of movements."

The good folks at the University of Maryland estimated that maximal federal + non-federal action could get the US to 66% reduction by 2035 (about what the US put in its NDC). But they calculate that even with varying levels of federal action 54-62% is possible.
