Suing is good, but insufficient. He has leverage as Gov. that he can use, but isn't using. He's trying to look tough while hiding behind the Courts. If the Courts rule against Newsom, then it gives him cover to shrug and go, 'Oh well. Look, I tried.' A lawsuit is the minimum that he can do.
