I learned them as:
1. Programmer error.
Handling : Let it crash, it's better than being in an unknown abnormal state.
2. Operational error.
Handling : Retry, fix issue then retry, do nothing, pass error to caller.

The terms came from a very good but now defunct joyent (node.js) article.
