Sure, Balchen was «everywhere» in Norwegian 60s-90s tech ventures. As for oil, he’s most famous for the work on dynamic positioning, a crucial technology for offshore ship operations. A big thing. But the cyber-fish farming was no success, though.

An amazing fish story. It’s most likely about J. G. Balchen - father of Norwegian Cybernetics. He had this crazy idea about shipping live salmon in separate tanks. Historian Gard Paulsen wrote a great book on Balchen & cybernetics in 2019.
