Actually Twitter (X) is banned in Russia, so if there are users based there they must use VPNs or work for the FSB!

"Twitter accounts are based in Russia." This is misleading. *Some* Twitter (X) accounts are based in Russia, Nigeria and lots of other countries. It's just the country people have signed up from. Check the verification sites.
