I fixed the issue of my laggy stream, I turned on the new Game Recording feature of Steam and forgot to turn it off:

The interface includes three options for recording gameplay: 'Recording Off,' 'Record in Background' (automatically captures the last 120 minutes of gameplay in a temporary format), and 'Record Manually' (activated with Ctrl+F11). The settings menu on the left side displays options such as Account, Friends & Chat, Family, Security, Notifications, Interface, Library, Downloads, and more.
