Fair enough and still the same answer. No, they won't learn. Putin and Kim don't care about the cannon fodder they send to fight for them. They only care about power.

No, they won't. Young men in conscripted militaries will never get the chance to learn to make better choices. They can only choose to defect once they are there, if they can even conceive of the idea. Hopefully someone is running a psyop to that effect and dropping leaflets to explain it to them.
