If business lawyers are doing the interviews they lack expertise to make it meaningful. It's poorly written in various ways, as you said.

I looked into what kind of law they practice and cursory search if they do any other kinds of investigations when it was first announced. Did they consult any experts? SLDC connection is curious, they’re perennially scandalous with someone like @gconnolly314.bsky.social doing more than news media.

It was very curious a law firm was tasked with this. What connections do they have to city officials? What expertise? It’s difficult to believe genuine answers to what happened and solutions on what to do were the objective.
