Interestingly, the business model means that some of a subscriber's money is possibly going to artists they're not listening to. The £ goes into a pot that is then distributed based on number of streams, the only way to ensure your £ goes to an artist is to buy directly.

My point is that they are not keeping it, it is going to other artists that meet the threshold. Spotify makes no extra money from this arrangement - they might save on some admin costs.

Spotify keep the same proportion of the revenues from streams that don't make the threshold, 30%. The other 70% gets distributed to the tracks that meet the threshold. It could be a worse look for them to keep the 40¢ until a $5 threshold is met because they could make interest on it.
