My best guess would be that it's the closest full dollar amount to $20 and $20 seems so much bigger an amount than $19... Sort of why more people are okay with something being $19.99 than something being $20 flat.

Immediately thought it was a young Rock Hudson; but after others pointed out it was George Nader, did a quick search and found another image (scanned for an eBay sale) of him with a black cat that looked pretty much the same.
