TomTom used to use exactly this kind of information from Vodafone networks to track traffic density and speed then use this info to update the routes their SatNavs produced (the high end ones had GPRS modems built in)

It is easy for the network operators. Tracking the position and speed of a mobile terminal is not hard (outside urban areas). Triangulation from multiple base stations, rate at which a mobile changes cell - Shaheds are faster than cars especially when there are no major roads. The list goes on

Requiring ID and limiting purchases to one or two SIMs per month should make it harder to do this too.
