Yes, citizens are sensitive to coalition constraints! They tolerate broken pledges more when partners oppose them, when made by junior parties, or excluded from the coalition agreement. The effects are often stronger in Finland (also higher tolerance for parties lacking the relevant ministry). 4/5

Do they show higher tolerance toward pledge non-fulfilment in more complex coalition settings? We try to answer this question with vignette experiments conducted in Germany and Finland. 3/5

We question the norm of promissory representation—the idea that election pledges must always be fulfilled. In coalition settings, parties’ pledges cannot—and should not—always be implemented due to necessary compromises. But how do citizens view this? 2/5
