It does two things:
1 - Caps mandates everywhere at 0.5 space per home, or 1 space per 1,000 sf of commercial space
2 - Ends mandates completely for a select set of uses, inlcuding homes < 1,200 sf, affordable/senior hsg, daycares, etc.
