I'm sorry, but writing that it has the right semantics does not make it accessible. The preview is accessible to a sighted user so must also be accessible to a blind user.
Also, the component is not marked up as a tooltip — it has `role="decoration"`, so the wiki page is not relevant.

Well, then you have misunderstood WCAG. You are giving sighted users something you are not giving users who have reduced or no vision, thereby making the experience inaccessible.
