You do know that the currently PNV Basque nationalist party split during the Civil War & one faction actively fought for Franco with troops? They also negotiated with Mussolini and Hitler for a Basque ‘homeland’. These people are Carlist reactionaries from way back.

It's called facism. Mussolini described it perfectly: "Fascism should more appropriately be called Corporatism because it is a merger of state and corporate power."
