Klingon military-surplus replicators in particular aren't so picky, from my experience. They're not really the best at making complex meals but for replicating just about any raw meat they do fine.

It's much easier, safer, & less embarrassing to just acquire a Tellarite or Klingon replicator - they won't stop you from replicating nonsapient feline meat. Also violates no treaties to my knowledge.
