I don't think it conflicts with the XY version because that game literally has a way smaller scaled version. They can retcon easily

Not an indicator tho because in real life, there was an urban redevelopment plan in Paris in the late 1800s which narrowed the streets, brought in the Eiffel Tower and cemented France at the World's Fair.
So it could EASILY refer to that. The timings line up eerily well with when Arceus is set too.
