This is what I initially thought, but on further review, I think Veena is right. Course evals with "reports of antisemitism" are shared with OECR and OECR must share a spreadsheet with every investigation, including details of the "report" that started it, with either OCR.

I have been a little mystified as to why NYC mayoral candidates are being asked about closing Rikers and plans for boro-based jails as though they have significant room to maneuver. The Brooklyn jail isn’t just a hole in the ground any more.

These civilian inspectors? This is a different issue, I know, and if you want to drop it, I get it, but I think there are a lot of issues with relying on humans who make up rules in the exercise of “discretion” instead of machines. This kind of thing happens a lot in NYC.
