On Friday, I testified at the Pittsburgh Water Meeting. It was a little weird... Why? I had to speak about a budget that I am not allowed to see. No one can. A budget that might ZERO OUT THE STORMWATER INVESTMENT by Pittsburgh Water over the next four years.
