It’s a souvenir picture viewer. Used to get them at the beach when I was a kid. Your family would pose for it then go pick it up at the photo center the next day.

It’s like Buff Saxaphone Guy in the middle of The Lost Boys. It makes no sense, but it kind of works. Because it was the 80s.
