Congress has "borrowed" trillions from Social Security to pay for government spending. So when Republicans say we need to cut Social Security in order to balance the Federal Budget, here's what they really mean: "We've taken trillions from Social Security to pay for unfunded wars, tax cuts for the rich and subsidies for Exxon/Mobil and we need to cut your benefits so we won't have to pay it back."
