Gameplay is not locked behind a paywall, but paying to build a meta-friendly army will greatly increase your chances of winning.

You're willfully ignoring the central argument: "Warhammer has a pay to WIN commercial model". Players who want to be competitive optimize their armies for each new edition, and will do everything from shifting what gets deployed (Independent char vs infantry) to purchasing entire new armies.
