It was supposed to be a way to show why he hadn't graduated with his fellow classmates in year four. Plus telling the reader that they got paid for this, that it wasn't charity work, and an actual government job. Before the story even got to the first chapter/volume of it.

In the newer retelling of this, they are in the middle of a summer break. Has a held back hero student, Candy, who follows her around for internships. The boy will complain about helping the lady get her cat back and saying how they wouldn't get paid for this.
