But... I imagine it might be related to consequence and location. Risking real money drives the skinner box with meaning/consequence. And it is a normalised way to spend time at a place people frequent and socialise.

It is definitely not generational in Australia. No matter their age, people are at the pokies. It's a real problem.

It may be fair to say there is something of a generational trend, with younger people generally prefering sports or keno or gambling apps.

Knowing you'll lose doesn't mean you're wrong. People can insist that winning a debate means they're right and they will do anything they can do get you to admit defeat. Alas, debates can be decided by things other than truth and logic.

Broadly speaking, under US law, there is no way to sue law enforcement.

The organisations do not have a duty of care or duty to protect, so cannot be held liable. Individual officers are also usually immune from suit as they have qualified immunity.

There is no way to hold them responsible.
