According to an interview I found, Miyamoto says they started planning the next game shortly after Pikmin 2 was released in 2004. Though it wasn't hinted to be in development until 2007. So some point between 2004 and 2007, it moved from the planning stage to actual development

Reminds me of when Pikmin 4 was announced to be in development in 2014 and I said to my brother "Haha can't wait to play it in 2022" after Pikmin 3 had taken 9 years to come out. ...And then Pikmin 4 came came out in 2023. I was joking Nintendo 😭
