Less is more for an indie. If you can write 10 levels of really really good class features, or 20 levels of half-assed class features, the former will make a way bigger impact.

WotC only had 10 levels of good class features when they wrote 5e, and it led to a T3/T4 experience that felt half-assed.

And considering how many RPGs have the expectation baked in that the GM is the only one who needs to understand the rules, in many cases the other players won't even realize a rule has changed! They could play for years before someone points it out to them.

If I think a rule in a board game we're playing is stupid and bad, I have to query the room, we have to discuss the effects of that rule, what might become imbalanced without it, and establish consensus.

If a GM thinks a rule is bad in the game they're running, well...they just change it.

in seriousness, my regular board gaming group has a number of house rules we use for certain board games, so I don't think this is a uniquely RPG thing. But the RPG expectation that the rules are refereed by a single person does make it easier to ignore rules.
