I think both Krennic & Tarkin are civilians in civ roles, but who have command over military forces in their area or project. But its an interesting question to see further explored, and would also make sense if the empire was blurring the lines between civilian and military.

Agreed. In those Star Wars books, they also highlight the conflict between the original military and the folks that are personally loyal to the emperor, which mirrors what happens in so many countries when authoritarian dictators come to power. The military HATES the death star

I hope we revisit that topic I didn't make my point clear. My point wasn't to dream about being a leader. It was to ask, are you going to work from within or from outside of the system in order to change it. There's a need for both, and they will often feel in tension, but both are needed.
