Men use sexual harassment not only as an expression of desire—though it is that—but as a conscious mechanism for punishing women whose actions they don't like with degradation and embarrassment. It's reasserting those women's low place on a gender hierarchy, with sexuality as an enforcement tool.

People want to talk about how patriarchy is only about empowering the most powerful men, but it really is about establishing hierarchical gender relations across the board, specifically by idealizing a white middle class male supremacist model as 'stable' (it's not!) and imposing it everywhere.
