Sadly that means to solving this issue from the outside in with new legislation would decimate the black community arguably worse than the strengthened drug sentences from decades ago. And unfortunately the violence would still continue. The issue is simply too controversial in modern USA to solve.

The gun issue in America is VERY racially divided. These numbers are so high because of black youths 15-17 killing each other at incredible rates, they're 18x's more likely to die from a shooting than white children. If it weren't for that factor the rates would actually be extremely low.
