it doesnt do much for the demand side related to down payments or interest rates. It doesnt help on the supply side. It doesnt raise incomes.

you're so close to getting it. Rent is not necessarily a bad thing. Yes, it's often far too high. but leases end and can be broken, people can be transient and move. This will trap people in under water mortgages. It is far far worse...
