I am visiting but do not understand for sure why all of the tents there. I have heard it is migrants but seems like many protests all at once? I was amazed how orderly for so very many people and families.

No need. There is no severance. They have to keep working but can continue remotely until September. But since they will have voluntarily quit there will also be no unemployment.

It’s not a “severance package” if you have to keep working. “Deferred resignation” is correct, leave it at that. They are selling the right to work from home for your promise to quit at the end of the current fiscal year. There is no “severance pay”. Also, implied threat of a “not dignified” exit.
