I try to read everything Batman when it comes to prose/original novels, and it's definitely some of the best stuff I've read so far

I'm only 7 chapters in, but so far it seems like a DIRECT sequel to the first movie. Everything has been about the immediate fallout of Joker, and how his Smilex products are still everywhere. I'd say it takes place between '89 and Returns.
