I guess the seller could find another buyer. But they then restart the conveyancing process, so delay completion.
Or ask for more money, but then risk the buyer pulling out.

...it's an agreement between buyer & seller to move in ahead of completion, in the expectation on both sides that the deal will complete.
There's risk & benefits of course, for both parties, but if you both want the deal done maybe it works

I've moved in to a place "under license" - which works if there's trust on both sides it gets the move done ahead of the paperwork
