No parliament can bind future parliaments, ever. The good news, treaties can bind parliaments, the Good Friday Agreement is proof enough that it kept Northern Ireland in the EU, did the same thing for Gibraltar. If you want ensure that future shitehawks like Farage can't undo it, get a treaty.
