Third : YES, in Quebec, it’s mandatory to learn English from Grade 1 till the end of high school. Is the learning curve perfect? Absolutely not! But, just like in the rest of Canada with respect to French/English, some people just don’t want to learn another language. 6/7

This goes both ways: A week ago, I was in Laval and went into a restaurant. When I started to speak French to the girl who came to take my order, she looked at me in a condescending way and said, “I don’t speak French,” then left. She waved at a coworker, pointed me out, and walked away. 5/7

If you call someone in the Quebec health system, it is possible that you may encounter someone who doesn’t know or doesn’t want to speak English. Just as French speakers in Ontario may encounter people who don’t know or don’t want to speak French. 4/7

Second: your comment shows a lack of knowledge about Canadian history: Quebec, just like Ontario, is not a bilingual province. So, people in Quebec are not obligated to speak English, and people in Ontario are not obligated to speak French. 3/7

First: your initial comment goes both ways. Many English Canadians don't speak French, don't want to speak French, and don’t even want to have anything to do with French speakers—even here in Ottawa, which has always amazed me, considering we are so close to Quebec. 2/7
