Interesting. It sounds like a case of one party interpreting sanctions in a different way to the other, given the compliance with broadcast related sanctions.
I suspect that Euletsat's fortunes may be about to change and contracts with Russia may end up cancelled ....but we'll see.

Most electronic components can be purchased by just about anyone anywhere in the world, from thousands of suppliers.
Russia likely has proxies order this stuff, and it then makes its way to Russia, perhaps via a circuitous route.
It would be near impossible to stop this type of trade.
