Its mesh based. The thing woth blender is that its not as good as most other task specific programs, but it can do all of it. Its a full animation program, it has sculpting, texture painting, physics simulation, jack of all trades master pf bone kind of thing. But it can export to others of you like

I cant say specifically for the tablet but blender sculpting is pretty good. It doesn't flow like z brush but it can get the job done. It'll bog down on big projects but you just have to take some time and clean stuff up
