3 hours is being generous. Most of the shows I've seen only break 2 hours due to intermission. It's the perfect amount of time, IMO.

The draw for the entire show is Tanahashi's retirement. They don't take into account how the women will draw. Gedo only books them because he's told to by ownership. That's why their matches usually are short. Plus, Sareee doesn't work for them.
