"Luigi wins by doing absolutely nothing" is a meme started with a fan video in 2009, which got so popular Nintendo themselves referenced it repeatedly. However, the earliest instance of Luigi winning by doing nothing actually comes from a game and predates the meme by 5 years.
!["Luigi wins by doing absolutely nothing" is a popular Internet meme about Luigi that started with a video uploaded by YouTube user KlydeStorm in 2009, in which Luigi wins against CPU opponents in Mario Party 2 without performing any inputs. It became so popular that Nintendo's own social media accounts and official videos referenced it.

But will Luigi win by doing nothing?
However, the first instance of Luigi winning while doing absolutely nothing actually comes from Nintendo themselves. In Paper Mario: The Thousand-Year Door, Luigi wins a drama contest while playing grass, a role requiring him to lie down and be silent for the whole play. While it might at first appear that the other actors's performances were responsible for the victory, it turns out that everyone specifically liked Luigi doing absolutely nothing.

Hayzee was a producer, and he was looking for actors to go on stage with him.
The script was great, but I got really hosed, Bro... My "role"... My "part"...
...Was grass! I played grass by the side of the road! Grass, Bro! Grass!
I just sprawled out on the ground and had to be silent. Everyone but me had lines...
In the end, our musical was the talk of the town, and we won the Drama Slam.
But wow! Outside were tons of fans! MY fans! Fans of grass! They swarmed me!

In Paper Mario: The Thousand-Year Door, Hooktail eats 8 Toads to recover health. The game ensures these sacrificial Toads always stay in order to be eaten in the end. They are Mario's biggest fans, will always show up, and no action can make them leave.

In Mario & Luigi: Bowser's Inside Story, the characters are deathly allergic to wearing inappropriate clothing. If Mario and Luigi are made to wear Bowser's clothes or vice versa, all their stats drop to 0. It is unknown if this is merely a code quirk or an intentional failsafe.
