Trump has no power to cut off funds that gives arms to Ukraine. Only Congress has that power & it's the one thing they'll never relinquish. The most Trump can do is delay the funds but bipartisan impeachment is certain if he holds up the aid too long. That's why Trump's "offer" is meaningless.

The Donald changed his mind when I told him Congress had repealed the Alien & Sedition Act in 1801 when Jefferson succeeded John Adams, and the death penalty never applied to sedition anyway.
