It's actually impossible to buy a ticket that will definitely work between these 2 locations in the UK, you have to choose being locked to an operator (perhaps they are the only choice anyway?) or going via a particular 3rd city. So now I have to research how the rail infrastructure is organised

Ah yeah, checking Wikipedia says that Ireland and Denmark didn't do ID Cards but then Ireland offered passport cards. I think the main thrust of my argument is "lots of other countries have them" and "your gov should not have to ask credit reference agencies to perform it's functions" stands
