Only if they committed a crime prior to coming to the US or in the US before. It does NOT show if they are ACTIVELY working to become a citizen. And your local IHOP isn’t doing that. Every restaurant thrives on the low class. They aren’t shelling out for background checks.

Bc they don’t regulate whether they are actively pursuing “correct citizenship”. They get a Tax ID #, to fill out taxes, instead of a SS #. So, in that regard they are “complicit” on the job. It’s just EASIER to target a BUNCH than a single one.
