If by "use carbon fiber" you mean "use a Composite Overwrapped Pressure Vessel" (In Compressed Hydrogen applications, typically a thin aluminum to contain the hydrogen molecules, and Composite for the pressure), sure. There's never been any issues with those catastrophically failing.

Industry Standard pressures for CNG are 3,600 PSI. 10,000 PSI is a different beast, both in terms of tank materials (You can do 3600 PSI Aluminum; you can't do 10k psi Alu), and energy expenditure required to compress to 10k. That's also triple the volume of gas, and energy if suddenly uncontained

The part that nobody likes to mention about “compressed hydrogen” is that it conjures up these fanciful images of scuba tanks and regular garage compressors. “Compressed hydrogen” needs to be held at 10,000 PSI (700+ Bar) to match the energy density of batteries. In a car crash, that’s a big bomb.

It’s more akin to a natural gas cogeneration plant. Instead of wasting the excess products (concentrated salt brine and treated fresh wastewater) back to the sea, we get some useful work out of it. The treated water flows readily to the brine side, producing some power that would otherwise be lost.
