OH! You could also try the animal humane society for free pet food, they sometimes distribute things like that to pet owners in need, and I think food shelves also may carry pet food (and both places may also offer litter!!)

((I wouldn’t recommend fabric of any kind to prevent the cat from logic-ing their way to peeing on all manner of fabric items… good luck!!))

- soil from outside (it works for nature and can work in a pinch too! just mind the fauna you’ll uncover, you may want to put the litter box inside of a larger taller box to prevent unintended specimens coming inside, or if you have old potting soil that works too)
- craigslist (make a request!)

- shredded paper or newspaper torn into strips (local stores tend to have those free newspapers near the front door, you know the kind, just try to avoid overly glossy pages)
- grab some sand from a local park or beach (they’re not gonna miss it)

If the old litter is completely unusable (from my experience, and depending on the cat themself, you can stretch a dirty litter box a looong way by scooping more frequently until fresh litter is available; neither of you will like it, but it works in an emergency), you can try:
