Sounds like it's really hard to get a reservation? I think the idea is that his friend was assassinated, the killer is on the loose, and he runs the very institution that exists to solve such crimes, but he just couldn't give up that reservation he'd worked so hard to get.

It's great having dumbass incompetent lackeys when they're stealing people's rights and raiding your opponents' homes. But then they're the ones in charge when there's actually a crime you want to solve and prosecute.
