Those look appropriate for the thickness after 1 month, but I wouldn’t worry about the height as long as they are growing. Maybe yours are just putting more energy to the bulb! I’d give them a trim (even the ones laying down) and see if it perks them up a bit. It helped my that had toppled over.

Zone 6B here too! I don’t think I would fertilize. I’ve read it can actually burn out seeds and seedlings. It could be an over/under watering issue. I’ve been watering every other day with a light mist spray in between, but this container is holding quite a bit of moisture. What are you growing in?
